The first tragedy is the attack on the Twin Towers of the World Trade Center, the use of planes carrying more than a hundred passengers to bring them down and kill thousands more human beings. It was an attack on a symbol of power, but it killed thousands of people who were not powerful. The second tragedy, surely much greater, is the way in which States have taken advantage of the attack on the World Trade Center.
