Abstract

It is early on an ordinary summer morning in 2015 in downtown Belo Horizonte, capital of the state of Minas Gerais in south-central Brazil. Izabella, a seller of SIM cards for mobile phones—or, as they are commonly called here, a chip seller—is already shouting on the corner of Rua Tamoios and Avenida Paraná, offering Oi chips to potential buyers. Izabella is loudly selling precarious mobile connectivity: prepaid plans designed for Belo Horizonte’s low-income working class. Suddenly the corner becomes livelier as three other chip sellers representing other phone companies swell the group gathering around the Livraria Leitura, offering their respective products to passers-by. Each of these sellers wears a T-shirt and a vest with multiple pockets to carry what they need, the companies’ bright colors distinguishing one from another.
