Peru: The weak reappearance of subjects under electoral subalternity

The analysis of Peruvian political reality at the end of the twentieth century leads us to question the convenience of defining as a democracy the political regime of this Andean country. Despite the fact that the last electoral processes were competitive, with the possibility of free organization, expression and movement –in short, with civic participation– they were completely controlled and manipulated by power. In this sense, the elections only represented one additional mechanism in the system of domination.
